INDIANAPOLIS (AP) — Groups with specialty license plates would face new sales and reporting requirements under a proposal endorsed by an Indiana legislative committee.

The House Transportation Committee voted 12-0 Wednesday to advance the bill to the full House. The bill would create an eight-member bipartisan panel to review requests from nonprofit groups and universities for specialty plates.

Bill sponsor Rep. Ed Soliday of Valparaiso says he wants to ensure a transparent application process. A legislative report shows that 17 of the 92 specialty plates sold during the past two years fell short of selling the 500 plates per year that the bill would require.

A similar bill to regulate the plates was derailed last year when social conservatives tried to revoke plates issued by the Indiana Youth Group, which counsels gay youths.
