Statewide, Hoosier schools marked their most successful year ever under the state’s accountability system, state officials said Monday. The Indiana Department of Instruction released, for the first time, letter grades for schools under the Public Law 221 accountability measure.

A record number of schools — 775 — received an “A” or Exemplary ranking based on student achievement and improvement data. But there is a gap between the number of elementary schools making an A (57 percent) and middle and high schools (25 and 16 percent, respectively). Locally, this was reflected in almost every high school receiving a “C” or lower; the only high school that received an “A” was Hanover Central.

“Today’s announcement proves high expectations and strong accountability deliver results for Indiana’s students,” State Superintendent of Public Instruction Tony Bennett said. “Our educators should be tremendously proud of the vital role they played in driving elevated results across the board.”

Locally, 40 Lake County schools received “A” grades, led by Lake Central and Crown Point with eight “A” grades each. Private schools earned mainly “A” or “B” grades with Andrean High School receiving an “A” and Bishop Noll Institute getting a “B.”

Five Gary schools, including three high schools, received “F” grades. At Monday’s State Board of Education meeting, EdisonLearning was approved as the turnaround management organization for the Roosevelt Career and Technical Center, which is in its final year of state probation. EdisonLearning takes over Roosevelt next year.

In Porter County, 33 schools received an “A” and no schools received a grade lower than “C”.

All but two local charter schools struggled to make anything higher than a “C” in the new rankings. 21st Century Charter School of Gary earned an “A” for the second year in a row, three years after getting off probation, while Chesterton’s Discovery Charter School posted a “B” in its first year.

Hammond Academy of Science & Technology earned a “D” in its first year, as did KIPP LEAD Middle School, West Gary Lighthouse, and Charter School for the Dunes. Aspire Charter Academy demonstrated improvement going from probation in 2010 to a “C” this year, while Gary Lighthouse Charter School Chicago Urban Enterprise Academy went the opposite way, receiving an “F” after achieving academic progress last year.

Thea Bowman Leadership Academy experienced a drop, receiving a “C” this year after being rated exemplary in the five previous years.

Meanwhile, adequate yearly progress scores, based on the federal standards, were also released for schools statewide.

Overall, 51 percent of schools made AYP in 2011. AYP is the federal measure for academic progress outlined in the No Child Left Behind Act. Schools not making AYP for two consecutive years can receive no higher than a “C” or Academic Progress ranking, even where a school has raised scores enough to earn a higher rating by state measures. Several schools fell into that gap, such as Munster and Merrillville High Schools.

The state Department of Education is seeking a waiver from federal officials to remove the AYP cap from future accountability metrics.

Each of the four schools in Porter Township received an “A”. It was one of 16 districts in the state to achieve that distinction.

“We’re very proud of our schools, we’ve been working pretty hard,” said Porter Township Superintendent Nick Brown. “We still grew in some areas. We’re focusing on our students needs. We’ve got a great community and great staff. It’s coming together for us.”

In Lake Station, Polk Elementary Principal Linda Halas credited teachers and staff for working very hard to earn their “A” grade.

“We improved 15.6 percent last year,” Halas said. She said the school implemented a couple new instructional programs, and employees throughout the school assist students in learning. “The custodian had kids in the gym measuring things,” Halas said. “We use everybody to keep the groups small. Kids enjoy that.”

Several local schools were recognized for receiving “A” or exemplary ratings every year since 2005. Eisenhower, Lake Street, and Solon Robinson Elementary Schools in Crown Point; Bailey and Polk Elementary Schools in Lake Station; Liberty Elementary School in Hobart; and Elliott and Hammond Elementary Schools in Munster made high marks. In Porter County, Liberty Intermediate School in Duneland; Morgan Township and Washington Township Elementary Schools in East Porter; Union Center Elementary School in Union Township; Jones, Kyle, Myers, and South Haven Elementary Schools in Portage, and Valparaiso’s Northview Elementary School demonstrated continued excellence.

Statewide, the number of schools receiving an “F” or Academic Probation ranking decreased by 50 percent from 2011 to 2010 and is at its lowest point in state history. The Indiana Department of Education will continue to work with local stakeholders to generate improvements in these schools.
