An Oklahoma man has been charged with felony battery involving his sister who has Down syndrome.
John David Frazier, 25, of Chawtak, Okla., faces a maximum three-year sentence if convicted of the charge filed last week in Lake Superior Court.
A witness told police Frazier was outside Thursday morning with his sister when he struck her with a belt, stood over her and screamed at her to get up, then poured water on her, the probable cause affidavit states.
When police saw the sister in the emergency room, her clothes appeared to be wet, a large amount of dirt and grass was at the foot of the gurney.
Police noted scrapes and bruises, along with marks that appeared to be inflicted by a belt on the victim’s thighs.
Family members told police the victim has the mental capacity of a 3-year-old.
Court documents don’t indicate the sister’s actual age.
