Hobart to revisit rental policies for community center

HOBART — Various issues and requests have surfaced regarding the rental of community rooms in the police/court/community center, causing the City Council to revisit its policy.

“As more people are using the center, we’re finding more things we didn’t think about,” Councilman Dave Vinzant, D-4th, said.

Clerk-Treasurer Deb Longer said nonprofit groups have asked if they could get a cheaper rate, some groups want to use it for just an hour instead of the half or full day as allowed under the ordinance and some employees have used the gym without telling anyone.

She added there have been maintenance issues, including people leaving without shutting off lights.

“We’ve had employees with pick-up games going on, but we don’t know they’re in there,” Longer said.

She said salt could be dragged in from the outside, leaving dirty floors for the next group since maintenance staff wouldn’t know the first group was there.

Mayor Brian Snedecor said he wants to give employees the opportunity to use the building at no cost, but there needs to be structure.

He added, “There needs to be a little bit of a balancing act. I understand taxpayers paid to renovate the building. I knew when we did a fee structure that at some point we would need to revisit it.”

Vinzant suggested the city be less restrictive with nonprofits, possibly even waiving a rental fee for them. Snedecor said they should at least pay for maintenance.

No decisions were made at the ordinance committee meeting.

Currently, the fee for renting the gym, concessions area and lobby is $200 for a full nine-hour day and $125 for a half day of 41/2 hours with a $250 refundable deposit. Renting the lobby and concessions area costs a flat rate of $40 on weekdays and $60 on weekends and holidays. Renting only the lobby costs $20 on weekdays and $40 on weekends.

The large meeting room costs $75 for a full day and $50 for a half day, while the small meeting room rents for $60 and $40, respectively.
