Panhandler warned by police, arrested
A panhandler whose alleged drug habits are familiar to police was arrested at about 1:50 p.m. Tuesday for approaching vehicles.
According to police, Cary Kellogg, 34, of New Carlisle, was in front of the Chase Bank at 2200 E. Morthland Drive with a sign announcing he needed money for food and diapers for three kids. The arresting officer, from the Porter County Sheriff’s Department, noted Kellogg’s signs in the past have claimed differing numbers of children, and a Valparaiso police officer also arrived, saying he had warned Kellogg a short time before about the legal limits on panhandling. For one, Indiana law does not allow people to approach anyone in a vehicle to ask for money.
At the time of the arrest, Kellogg was out on bond for a Porter County arrest related to a heroin purchase.
